Place two lines of 2 repeaters facing away from each other, connecting them in a loop with redstone dust. Set each repeater to the delay shown above. Repeater order does not matter: only the sum of delays (5 ticks) counts.

Repeaters add 1-4 game ticks (50-200ms) of delay. A standard 2-repeater clock loop (both at 1 tick) gives a period of 4 ticks (200ms). Comparator clocks can achieve periods below 4 ticks but are single-use pulse designs.
